FURTHER ACTION.
Sir Charles Jeffries opened the
discussion by referring to criticisms which
had been made to the Secretary of State and
of his reactions. He explained that before
taking further action it had been decided
that it would be best to have a talk with
Mr Nicoll.
Mr Nicoll then proceeded to outline
what was being done in the various spheres
of social service. He said that the problems
of Hong Kong had been vastly accentuated by
the influx of refugees.
In 1937 the population
was three-quarters of a million. It was now
put at something in the region of two million
